A sequence of revenue, investment and production reforms is reshaping Nigeria’s oil and gas sector, with a new framework targeting up to $50bn in deep offshore investment

For years, some of Nigeria’s biggest offshore oil opportunities remained locked behind fiscal uncertainty, stalled negotiations and investment decisions that never quite crossed the line.

Now, a series of reforms under President Bola Ahmed Tinubu is beginning to connect the dots—from protecting oil revenues and creating incentives for major projects to establishing a broader framework capable of unlocking up to US$50 billion in new deep offshore investment.

The latest move came this week, with Tinubu approving a landmark reform to replace project-by-project negotiations with a transparent, rules-based investment framework for deep offshore developments.

The framework, given effect through the Deep Offshore Oil and Gas Projects Incentives (Tax Remission) Order, 2026, is designed to provide greater certainty for investors while safeguarding long-term national value. It will begin with the approximately US$10 billion Bonga South West project and is intended to support a wider pipeline of capital-intensive offshore developments.

The reform builds on a series of gains recorded earlier in the year.

Protecting Value Of Nigeria’s Oil Wealth

In February, Tinubu issued an Executive Order aimed at safeguarding and enhancing oil and gas revenues for the Federation, eliminating duplicative structures and redirecting resources towards national priorities.

The order sought to curb revenue leakages and ensure that revenues meant for the Federation Account were preserved for the three tiers of government.

It also introduced measures to reposition NNPC Limited strictly as a commercial enterprise while safeguarding the Federation’s interests, alongside a comprehensive review of the Petroleum Industry Act to address fiscal and structural anomalies.

The significance of that intervention lies in the connection between investment and value: attracting capital matters, but so does ensuring that the wealth generated from Nigeria’s resources delivers lasting national value.

The investment push is arriving alongside signs of improving production.

On Wednesday, Nigeria recorded its third consecutive month of meeting and exceeding its OPEC crude oil production quota, producing an average of 1.505 million barrels per day of crude oil and 0.17 million barrels per day of condensate in July, for combined daily production of 1.67 million barrels.

The figure came despite operational challenges at the Erha and Akpo fields, which affected output during the month.

The July performance followed June production of 1.56 million barrels per day of crude and 0.18 million barrels per day of condensate, meaning Nigeria met 104 per cent of its 1.5 million barrels per day OPEC crude production quota.

Taken together, the developments tell a larger story: Nigeria is not simply seeking more oil production. It is attempting to build a more predictable investment environment, protect the value of its petroleum revenues, revive projects that have been stalled for years and ensure that more of the resulting economic activity is anchored at home.

The $50 billion deep offshore framework therefore may represent more than a new investment target. It could prove to be the latest step in an evolving effort to turn Nigeria’s deepwater resources into capital, jobs, industrial capacity and lasting national value.
